Joanna L. Harkey
Senior Associate General Counsel
Joanna Harkey is the director of the Professional Liability Division of the Office of General Counsel where she specializes in medical malpractice litigation, Texas Medical Board administrative proceedings and risk management in health care.
Prior to joining the General Counsel’s office in 1994, Joanna was in the private practice of law where she maintained a general practice, primarily handling insurance litigation, family law and criminal defense matters.
Joanna received her bachelor’s degree from Texas Tech University in 1980 and graduated from the Texas Tech University School of Law in 1984.
