Telephone Services
TTU and TTUHSC has started the process of transitioning telephone services and equipment to the Voice over Internet Protocol (VoIP) technology. A multi-year transition roadmap has been developed and approved by the Chief Information Officers (CIOs) and Chief Financial Officers (CFOs) for TTUHSC and Texas Tech System. As part of this transition process the funding model for Communication Services (CS) is changing.
Beginning in FY 2012 a Communication Fee will be established and this fee will cover charges for “base telephone” services (see below) . This cost was derived by taking the amount each department paid in the June 2011 billing period and reducing it by approximately 9%.
Base Telephone Services
Base Telephone Services are comprised of the services listed below and the new Communication Fee has been established to fund these services.

Dial Tone
- Plexar and Business Lines with basic features are covered by the Communication Fee. Installation of new lines will be subject to onetime installation charges.
- Established voicemail services are covered by the Communication Fee. Request for voicemail in locations where service is not established may be subject to installation charges.
- Domestic and International long distance charges are covered by the Communication Fee. This includes authorization code and calling card usage. (NOTE: Toll-Free service not included in base services.)
- All handsets and accessories currently installed are covered by the Communication Fee and will no longer be subject to monthly lease fees. Request for new or replacement handsets and accessories will be subject to onetime charges for the instruments and installation/programming.
