Blake Billings
Sr. Assistant General Counsel
Blake Billings is a Senior Assistant General Counsel in the Office of General Counsel at the Texas Tech University System. As a Senior Assistant General Counsel, Blake primarily handles contracts, policy review, litigation, employment matters, athletics, and student issues.
Prior to joining Texas Tech, Blake worked in private practice with a focus on transactions, governance, and compliance matters. His clients included community colleges, intercollegiate athletics associations, government entities, public-private partnerships, public charities, and private foundations. Blake received his BBA in finance from Texas Christian University in 2009 and his JD from Southern Methodist University in 2012. During law school, Blake served as Managing Editor of the SMU Law Review and as research assistant to the school’s Senior Associate Dean. He is currently completing his PhD in higher education at Texas Tech University.
Blake is a member of the State Bar of Texas and is admitted to United States District Courts for the Northern and Eastern Districts of Texas. He is an Eagle Scout and has served on the boards of several non-profit organizations supporting higher education and the blind and visually impaired.
