L. Frederick Francis
Mr. L. Frederick "Rick" Francis of El Paso was appointed by Gov. Rick Perry to the Board of Regents of the Texas Tech University System on November 18, 2003. On July 2, 2007, he was reappointed to serve a second term. Mr. Francis was reappointed to serve his third term on Feb. 14, 2013, which will expire on Jan. 31, 2019.
Mr. Francis served as chairman of the Board of Regents from January 31, 2005 to May 11, 2007. He also has served on the Academic, Clinical and Student Affairs Committee and the Facilities Committee. Currently, Mr. Francis serves as chairman of the Audit Committee and is a member of the Finance and Administration, Investment Advisory and Regents' Rules Review Committees.
Mr. Francis is chairman of Bank of the West-El Paso. He also serves on the Board of Directors of Western Refining, Inc. (NYSE:WNR), Providence Memorial Hospital, Sierra Medical Center, the Greater El Paso Chamber of Commerce Foundation, the Medical Center of the Americas Foundation, the Paso del Norte Group, and the Texas Philosophical Society.
Mr. Francis earned his bachelor's degree in finance from Texas Tech University in 1978 and also graduated from the Southwest Graduate School of Banking at Southern Methodist University. He serves on the Dean's Advisory Board for Texas Tech University Health Sciences in El Paso and is a member of the Chancellor's Council at Texas Tech.
Mr. Francis was presented the Dean's Distinguished Service Award from Texas Tech in 2001 and honored as a Distinguished Alumni for the Jerry S. Rawls College of Business Administration in 2008. Mr. Francis was also named the 2009 El Pasoan of the Year by El Paso Inc.
