Assistant Vice Chancellor for Leader & Culture Development

Scott Parsons serves as the assistant vice chancellor for Leader & Culture Development for the Texas Tech University System, beginning the role on August 31, 2023. In his position, Parsons assists organizations in developing leaders of character by designing curricula, integration techniques and assessment tools with a focus on character education. He also works with leaders at all the universities in the TTU System to implement a values-based culture. 

Prior to his position at the TTU System, Parsons served as an officer in the U.S. Army and has over 24 years of military experience through his position in cyber and military intelligence and as an assistant professor of philosophy and ethics at the United States Military Academy at West Point. Parsons also served as the Character Development Integrator for the Military Program at West Point for three years and completed three combat deployments to Iraq, one to Afghasistan, and one-year tour of duty in the Republic of Korea (South Korea).

Parsons earned his doctorate through the Jubilee Centre for Character and Virtues at the University of Birmingham, United Kingdom. He earned two master’s degrees in philosophy and political science from Columbia University, a bachelor’s degree in education from the University of Nebraska Omaha, and a bachelor’s degree in philosophy from the University of Texas at San Antonio.

Parsons and Clare, his wife of 34 years, have two children. Preston is a computer scientist in Jersey City, New Jersey, and Andrew is a first-year medical student at Albert Einstein College of Medicine in the Bronx, New York. Parsons and Clare enjoy traveling and spending time with their two dogs, Zoe and Izzy.
