Billy Breedlove Named Vice Chancellor for Facilities Planning and Construction
Breedlove, a Lubbock native and graduate of Texas Tech University, joined the TTU System in 2010.

Texas Tech University System Chancellor Robert Duncan announced today that Billy Breedlove has been named the vice chancellor for Facilities Planning and Construction (FP&C) for the TTU System. Breedlove begins his appointment immediately.
Breedlove, who served as the interim vice chancellor for FP&C since March, first joined the TTU System in 2010 serving as the associate vice chancellor of operations, risk management and quality assurance.
“Billy’s proven experience, collaborative management style and professionalism make him the perfect choice to lead our facilities, planning and construction team moving forward,” TTU System Chancellor Robert Duncan said. “He understands and values the culture that we have at the Texas Tech University System and has provided strong leadership throughout his time with FP&C. We are excited to work with Billy in his new position.”
In this role, Breedlove will manage a team of more than 30 professionals and oversee all capital improvement projects greater than $2 million at the TTU System and its four institutions: Texas Tech University, Texas Tech University Health Sciences Center, Angelo State University and Texas Tech University Health Sciences Center El Paso.

A Lubbock native and graduate of Texas Tech University, Breedlove brings more than 25 years of experience to his new position following 12 years in the fire protection industry and more 13 years managing agricultural processing facilities.
In his previous role with FP&C, Breedlove managed the contracting process, provided quality assurance reviews during project development phases, offered support for quality control inspections and promoted jobsite safety and warranty management all while maintaining the FP&C Design and Building Standards for all TTU System projects.
He earned his bachelor’s degree from Texas Tech University in construction engineering technology in 1986. Billy and his wife, Amy, have two children – Ben, a Texas Tech graduate, who now resides in Leander with his wife, Brooke, and Will, a Texas Tech graduate, who resides in Plano.
Breedlove replaces Michael Molina who became the associate vice president of facilities planning and management and chief architect at Southern Methodist University after serving eight years as the vice chancellor for the TTU System.
