Barclay White

Associate General Counsel

Barclay White joined the Office of General Counsel in 2026. Barclay serves as Associate General Counsel for the Texas Tech University System, where he advises on health care and regulatory matters and supports the System's risk and compliance efforts. His practice focuses on the legal and regulatory questions that arise across a complex, multi-institution public university system.

Before joining the Office of General Counsel, Barclay held a senior compliance role at one of the nation's largest health systems, advising on healthcare regulatory and compliance matters across a large, highly regulated organization. Earlier in his career, he spent time in private practice in Lubbock, supporting both litigation and transactional matters.

Barclay's ties to Texas Tech run deep. He first came to the University as an undergraduate and stayed on through his graduate studies, working as a student and graduate assistant while earning his degrees. He holds a B.S. and an M.S. in Agricultural and Applied Economics, as well as a J.D., all from Texas Tech University. He is active in the Lubbock community and serves on the Board of Trustees for Lubbock Christian School.
